Adds more Radiation Resistance to many equipment that seem like they should have it, in a fairly balanced manner.

In an attempt to allow more options than the Hazmat suit for Radiation protection,
this mod adds a bit of protection of various items that protect the eyes and face.
Addresses a few items in particular, like the Hooded cleanroom Suit being so much
worse than the Hazmat suit.
