40 and 47 should be the best two options for starting. (40 for the classic start point amount of every single fallout before fallout 4.) (47 was the total point amount available if you used the gifted perk in any of the original games)(40, enough for 5 in every skill point + 5 extra points to assign)
How you mean it with the numbers (e.g. 14)? For me it mean i can set 14 Points, whan i must have 3 in any attribute. But in the game i can only set 7 Ponints (2 Ponints in any attribute).
Using your example, 14 points will give you 1 in each SPECIAL and 7 to assign as you see fit. The game automatically sets everything to 1, which takes 7 points. So subtract 7 from anything you use. So if you used the 14, 14-7 = 7. You have 7 points to spend. 60-7= 53, so you have 53 points to spend. Etc.
I'm not 100% sure, but you should be able to type "Showspecialmenu" (without the " " of course) into the console. This will allow you to reassign points and rename your character at any time. I'm not sure that it will update to the amount you've chosen but it might. You should also be careful of this if you've added to your values because you'll end up with negative numbers to allocate and can lose special points.

I believe you start with 21 to allocate, so 7 more (1 per SPECIAL) would be neat. Not too over-powered, not too low either..
Also, just my opinion but they should go in increments of 7.
7, 14, 21(default) 28, 35, 42, 49, 56.
(Because there are 7 points in SPECIAL) so it just seems logical..)
