You had it figured out all along my friend. The combination of this mod along with Mute Player Voice is the best solution to the non-silent protagonist problem. There are other mods doing essentially the same thing, but I find them too intrusive - doing way more than the solution requires.
For users of Sim Settlements 2, that mod requires you to leave the Dialogue Camera setting ON in the game as it relies on that for quests, etc. Thus, if you want SS2 while having an elegant, non-intrusive implementation of a silent protagonist, use this mod together with Mute Player Voice!
For anyone looking for a very specific solution to the varying experience of automatic dialogue, like say with mods like "Depravity", and the silent protagonist desire, I believe this mod is the only one that I found that actually fixes the issue of not being able to see the dialogue subtitles for when the character speaks outside of formal conversation, like in the first real conversation with Murphy and Stella, etc. This obviously depends on whether one enables the optional mute player plugin. Having the two plugins work in tandem with one another is honestly awesome. Thank you mod author!

You should never ever uninstall in any game, start, end or mid. It can seem at first that it had no effects until later on when it completely breaks the game. As a general rule if you want to uninstall, then you need to make a new game.
Thanks for the warning. This comment was from around when i was relatively new to modding and after 2 years of experience I've since learned for my self the "golden rule" of modding Bethesda games. Hopefully someone else who is just starting out will learn from this though.
Even the "golden rule" has flexibility though. For example, textures and sounds are usually safe to uninstall unless they have scripts to tied to them. Even if they have ESP's.
Looking at this specifically because of SS2 requirement for dialogue camera and find a sticky comment about it!. This is perfect, I could not go back to a voice protag.
I wish this just sat the camera in front of the player's face. There is an option to just disable the dialogue camera, but it's buggy and sometimes locks controls.
This completely breaks dialogue on the newest version with several lines overlapping. Nvm I didnt know this trash company made a game in 2015 that falls apart at uncapped framerates sorry
Really disorienting when the camera swaps shoulders after every dialogue beat. Breaks the 180 rule of camera work, makes brain hurt. pick a side and stay there, or better yet, just make it so the camera stays 1st person

So I came across this mod because, coming from FO3/FNV, I hated every aspect of the FO4 dialogue system (and, btw, several other FO4 things too). And it seems I'm not the only one... Anyways, I couldn't get this mod to work, no matter how I tried. In desperation I ended up googling and immediately found that you don't actually need it (at least not nowadays, maybe early versions of the game did?). So, you can simply go into settings, then open display options and turn off the option called "dialogue camera". Thought other noobs might like to know.
You helped me! I played New Vegas for the first time starting back in September and loved the game! I dislike the protagonist in this game. It feels like Jim from The Office is walking around killing people, I don't need a quip when something happens.

The mod just makes your character make vocal comments on things happening in the world, but not during dialog.
