Adjusts Perk levels requirements to what I find more reasonable. NOT Compatible with Far Harbor.

Adjusts Perk levels requirements to what I find more reasonable without completely removing level requirements all together.  Max level stuff should be around 30 which is about when my characters are late game.

Also, adjusted the pickpocket perk to have higher percentages within the first few ranks and left the last rank untouched.

The essential perks I made linear meaning you can start to max them from the get go, because everyone usually takes them and delaying them is kinda silly.
 
There's some other non-essential skills that are linear as well because in my opinion they're just fluff. 

All perks still require the appropriate SPECIAL level.

If you have FO4 modding enabled, put the .esp in your FO4 Data folder, make sure it's enabled, and enjoy.  I put this in an existing game that I had perks assigned and no issues so far but as always backup your saves just in case.
