      That would require a new mesh model, and I havent the skills or programs to even try it, haha

   It would be great if you could change the titanium plating for power armor to this same stainless steel look.

      Hmm, I know this may sound silly and you've probly already done it, but have you double checked it installed into the correct folders, or that no other mod has overwritten/ conflicted with it somehow?
      
      Failing that, if you used NMM, try manual download and just extract it to the data folder, or if you did that try NMM.
