A more good solution is to remove entirely the hammer animation marker from the ground with scrap everything mod by example, and they simply do not use hammer animation anymore. Also you can replace theses hammers animation by many others you want with the mod settlement markers.
I realize it has been a while since anyone has commented here but just FYI, there is a major difference between this mod and Hammering be gone.
This mod only edits sound files. This means it doesn't add another ESP to your load order and unlike Hammering be gone, doesn't cause the cell reset bug. This also means the NPCs will keep on performing the hammer animation, they'll just do it silently.
TYVM arxu for a cleaner solution to the worst scourge in the entire commonwealth!
Hello everyone! If you still want to hear the hammering but at a lower volume, and/or want to silence adjust the volume of other settlement sounds such as turrets and generators, check out my mod Quieter Settlements: http://www.nexusmods.com/fallout4/mods/2819/?
Otherwise, no need to switch away from something that works great! After installing Silent Hammers, highlight it in NMM and click the thumbs up button to the left of the window to give arxu a well deserved endorsement.

Happily Silent Hammers worked!
It's very satisfying seeing settlers hammering away silently :)

Sound\FX\NPC\Human\Hammer\NPC_Human_Hammer_Generic_Layer_B_010.xwm
Should it be NPC_Human_Hammer_Generic_Layer_B_10?
