There's still yet another alternative, there's a mod called Portable cloning device This will allow you to make a clone of her only the clone is just that a settler, it does not retain the same interactions as with trading.
I had the Mechanist at sanctuary hills by sparing the mechanists life in an old deleted save before I even started using mods but didn't know I couldn't send them there until today. Google says it can't be done.... I guess I had a random positive bug back then. If I can't recreate it in my next playthrough of that DLC I will come back to this mod. I will bookmark it now so I can find it later.

I've uploaded an esp to my Alternatives To Vanilla Settler Recruitment page that should allow the proper recruitment and assignment for Isabel Cruz. She seems to behave normally in my current games. She also retains her quest logic and will continue to give out Rogue Robot quests.
Once you complete the 'Restoring Order' quest Isabel two animation packages are activated. These packages cause her to move from terminal to terminal or return to her bed to sleep. When one of these would trigger, she would return to the lair to perform the assigned package. The esp modifies the conditions that control these animations.

Allow me to make a suggestion: use Amazing Follower Tweaks instead. It will allow you to scan any NPC and import them as a follower or settler. Once the quest line with Isabel is finished she doesn't really say anything anyway so there is no worry that the import will screw up her AI.
Is Mechanist Lair Overhaul (Lore-Friendly Restoration and Cleaning Plus Expansion) a hard requirement? i.e. a master to this mod? Could I forgo that mod, and use the console to moveto player? Also, can she be assigned to any settlement or just the Mechanist lair?
It is no longer a requirement at all; you can usually assign her to the settlement and the moveto command works fine if she's out of reach. Further she can be assigned to any settlement and moved to a new one at any time.
Sweet thanks! I was going to mod her myself, but you've saved me the trouble. I like her character, I just never liked that she was basically banished to the "chapel of robots" :)
she is a settler in my fallout anyway, I just did the storyline where you dont kill her Bethesda did make it a lot more convoluted though, I can see a need for a mod like this.I'd really like to see someone make her capable of being a companion.settler without teeparty
