I been looking into dynamic patching load orders for fallout 4. The idea is to dynamically patch load orders with customizations that take into account all mods. The process is meant to be all-inclusive except for specific exclusions or inclusions. From SSE ASIS distributes Spells, potions, perks, and a few others from other mods to all NPC's. EBD - EveryBodys Different Redone Dynamically changes NPC body types so they have different weight appearances Automatic Variants assigns alternate variant textures to the same NPC/Monster type. For example have wolves NPC with different textures. The neat part is any of these factors can be configured through INI Files. Patching is meant to be all-inclusive except for explicit exclusions or in some cases inclusions.
For instance you can exclude or include specific NPC, spells, perks and so on. You could block mod entirely but that is not recommended see https://www.nexusmods.com/skyrim/articles/49825.
All of these factors are built upon skyproc. SkyProc is a Java library that offers easy to use Java API for importing, manipulating, and exporting mods.
The SkyProc library offers Java programmers the power to create and edit objects that represent Skyrim mods and records. It is able to import mods, or even an entire load order, and give easy access to the records inside. Programmers can then make any changes they wish, and export a working Skyrim patch that is customized to every user's load order. https://bitbucket.org/DienesToo/skyproc-library https://github.com/tstavrianos/skyproc
My point in showing you all this is to show the extensibility of dynamic patching while maintaining a high degree of compatibility.
SkyProc has depreciated and is no longer really maintained. It has some outstanding issues and isn't compatible with SSE or fallout 4. Fortunately there is an alternative called zEdit. zEdit is a modern replacement for xEdit. zEdit is still in alpha but is well worth your time to check out.
More importantly it comes with a Unified Patcher Framework which is been designed as a replacement for SkyProc. UPF is easier to script using JavaScript and is more extensible than SkyProc.
Does this only remove weapons/armor below a certain quality, or all of them? Put another way, if a safe WOULD have "rolled" a combat shotgun, is it still in there with this mod?
Unfortunately all weapons and armour pieces have been removed from the levelled lists. So you wouldn't get a combat shotgun if the game rolled one up. This is also the reason I changed the list to also give some additional valuable scrap, caps and explosives in return to make up for the possibly lost stuff.
Every time I open some pre-war safe with a master lock I have to wonder about the circumstances that led to a cobbled together pipe gun being stored there. I just cleared a bank vault with a bunch of safes in it and boy were there a bunch of them!
Granted, there'd probably really be 20 "folders" in them with now meaningless paperwork. Except for silver lockets you don't get much jewelry. Maybe the big billion dollar jackpot winning lotto ticket from October 2077!
Maybe you can make an optional addon which adds jewelry from https://rd.nexusmods.com/fallout4/mods/28788 to expert and master safes or something. That'd at least make safe loot more fun.
A very useful mod. I think an exception to the weapons should be made though. A small prewar handgun; including its ammo, would be very much in keeping with what you might expect to find.

To the author, this is one of those mods you don't know you need it till you find it. Thanks you.
