Removes the Waterbreathing effect from rank 1 of Aquaboy/Girl.

I hate the fact that Aquaboy/Girl gives you waterbreathing. Humans can't breathe water =P
So I made this for myself, but I bet there is 1 or 2 others that would like this.
And seeing as the other mods that does this on the site is either limited to Power Armor, or bugged to need an esp that does not exist, I decided to make it myself.
Now, I don't know how exactly to remove the ability without breaking the game, so you get 1 action point instead of the Waterbreathing.
Perk description is unchanged, but it works, I tested it.
