First set the field of view you want in the ini. Then go into the game and use the console to set your desired viewmodel fov. After that is done type "refreshini". And voila the weapons should now be farther away from your face.
if you want to try out different weapon fov, leave out the last line and repeat salmonknight's instructions until you find a value you feel comfortable with.
Not sure if it's your mod causing this, I originally posted this paragraph below about the issue at 2 other gaming sites I frequent
I had a bad clipping issue or problem with a red triangle shadow that kept blocking my view when my character would crouch and shoot from the hip or in crouch mod and sneak, and I took every chemical aid to correct it and even change outfits several times and restarted my PC and it kept coming back, I got frustrated and went to bed and let my PC rest for a few hours, and when I turned on my PC when I woke up it asked to me to restart it again to repair my drive, so hopefully it was just a drive error issue and is now fixed!.
Owe it wasn't the red exclamation mark either associated with missing model's or texture's!.
update
that stupid damn obstruction happened again during game play with the red triangle, the drive error fix didn't help, going to uninstall Fallout 4 and re-install it and then verify integrity of game cache
I'll leave out the pipboy texture mod too, in in case it's the culprit

Very nice... maybe make the same version with rust color maybe... i mean replace the darker spots on it with real rust color ? Only suggestion ;-) imo... its 2 new looking

The only thing I don't like is that the screen is too noticeably green in 3rd person. If it were darker it would be an improvement.
