I had this problem not being able to build the "Gang Signal flag" for my raider gang, (Nuka world DLC) And i was about to loose my mind for not finding a reason why nothing worked, Disable mods, reinstall mods, Clean save after Clean save. didn't work nothing!! UNTIL! I found THIS GREAT of a GOD MOD!!! Fixed it in seconds!!! No bugs nothing finally something worked and i Thank you for it!!!
Same thing for me, but as said in the mod's description : "this mod is only meant for building and should be deactivated after finishing your build" And indeed, once desactivated, my settlements are back to normal
