I think a great place would be behind the Sole Survivor's house. Like it was his/her basement and never got to finish it. It'd also be great if it's rather soon I can't move it myself and when trying to make something on the foundation with Sim Settlements it kinda doesn't work.
I think the reason the lights you spoke of are not snapping to the ceiling is because they are Workshop objects and the pieces you built the shelter out of are standard vault tiles form the CK. They are separate things and have separate ways of snapping and custom collisions. Try and contacting fadingsignal and ask how he did his basement living mod and made the standard game pieces except Workshop objects snapping to them. He is very open to helping new mod makers advance with things like this. He is a cool dude, give it a try.
We cant actually fast travel to it. I might add a marker for it in a future update. But at least you can fast travel to sanctuary or Spectacle Island to get to it.
