Thank you for this. I was in the process of doing this same thing and couldn't find this done already but then I eventually found your mod. I'm going to be adding more of the lower tiered mods so those have a higher chance of spawning. which appears to happen with the testing I'm doing.
It only unlevels the mods that are attached to weapons and armour. To unlevel the weapons and armour themselves along with the enemy types, please try my other mod "MyTweaks - Unlevelled Everything"
I can't use it because I don't have DLC. I don't want DLC because I may buy VR version later. I will try to duplicate what you did with FO4Edit Wish me luck
