The best example of a communist state that is not communist (Well all of them really no communist state ever lived up to the promise and only Tito came close but his rule too was marred by injustice and wrong's - though he kept the peace int he former Yugoslavian federation and his enemy's firmly under his control) is actually North Korea, a tin pot dictatorship, a very dangerous tin pot dictatorship were once again the people do not run the show (So not communist) and a NEW imperial family sit's upon the Throne with there loyal lackey's serving them like an imperial army.

Meritocracy but in which all are cared about, the poor are not left to die in the trash heap or there for the elite to stand on in there own grab for power at the expense of all below them but one in which merit is rewarded, all labor is shared across the state for the betterment of the state which in a true communist (ideological but never realized) nation is actually not any party or other entity but the people themselves.
Were has communism ever succeeded, the very early christian church were all wealth was held in common and no one went hungry before the PARTY took over - the political priestly class whom corrupted it into a religion of control and became wealthy on the money that was meant to go the poor.
And Jewish Kibbutz which are the best example, small scale and not a state these commune's worked in shared labor, every one was cared for and the society was like an extended family.
But none of you have ever seen a communist society, there has never been one or at least not one on a national scale and indeed human nature seem's to preclude the possibility that were ever will be one.
Universal living payment may come to pass though but only may and is unlikely to ever be adopted but it may become essential as we move into a society in which machines grow ever more capable and will supplant all human labor we can not all become artists can we, so the two choices are a mass cull of 99.9 percent of humanity so that the elite can live in a utopia for the wealthy in which there slave work force of common human being's is no longer needed and are wiped out OR a universal payment, shelter, food and something to keep the mass of the population in line, to prevent crowd's of unfettered youth's with nothing better to do than hang around in large intimidating group's of bored Teen's and Tween's, so Education, Development and areas of the economy reserved for human labor with robot labor curtailed (not going to happen in an unfettered pure capitalist economy as why pay wages when you can have a robot work force).
Lastly Communism is not the soviet union, not China, not NK Nor Vietnam or indeed any other supposedly communist nation, it is an ideology that has in practice never been adopted, the name yes but the practice no as it would require all the people to agree, in fact a true democracy is much closer in many way's and also we can argue that a true democracy has also never been achieved, the power always ends up in the hand's of the minority no matter which system is in play.
