Update 1.1: I added a Utility Weapon called the "Emotional Flazer" (It is a converted Flare Gun that shoots Blue Laser Power Beams), this weapon is non-hostile and does no damage so you can shoot any NPC as much as you want without having to worry about a revolt. This weapon uses no ammo fire all you want. You cannot shoot yourself with this weapon. It is cratable at any Chem Station.
Creatures will still display the menu when you shoot them, but I didn't see any facial alterations when trying to make a Deathclaw Sinister Smile at me. Dead Humans can be shot, but I did not see any facial alterations. Due to the small explosion effect on this weapon, I wanted to prevent multiple NPCs from getting shot at once, it can get tricky to bring up the menu but it does work. I found the best result aiming at the persons head or upper torso region. If you have tcai on it gets near impossible to bring up this menu on living NPCs.
----------------------------------------------------------------------------- As the benevolent poser DaveTheDrunk pointed out the latest update to his mod Dave's Poses added a feature similar to this for facial expressions. Part of being a mod maker is giving the people we present our mods to multiple options to pick from. I just feel like noting that there was something already out there that I didn't know of before hand, having options is a good thing.
This mod just covers facial expressions only and not poses, I will be looking to present these in different ways going forward as well (Ex: Holotapes).
Slightly fixed quote: "What is this? An expression for ants!?! How are my settlers supposed to feel anything if they can't even navmesh into the building?"... uhm... something like that.
Think you could do a random percent of 33/33/33 to use the vanilla default emotions, use a random emotion, or show the menu to pick a new emotion? Also it seemed to me I had to be in a settlement to change the emotions, and the timer didn't work like I had thought, where the PC would pick a emotion after so much time had passed. Then there isn't much reason to be emotional with the face as far as having to work a menu, so some effects would be nice. Happy gets more of something, lucky happy, sad gets less of something, then you know, shinny orbs of doom appear, lightning strikes, dice rolls, and waking up in some random place.

If you like my female character pictured in these screenshots her face preset can be found here -> Echelon - A Face Preset.
Emotions is also a bit of a pain up the lilywhites when using slm 14 a lot. Biatsh keeps moving and sticking her head out of the frame
Can you create this as "Random Emotions" so as a mod that i found for Skyrim ?
