You can do it with FO4 Hotkeys itself. FO4 Hotkeys allows to execute multiple console commands, if you separate them on same line using the semicolon (;).
Say, if you want map F1 to toggle the Scouter modes, then add this line to Hotkeys.ini:
Edit: That doesn't work. I missed to note that mod description itself says that only one effect can be active at a time. Toggling ON any one of the 3 primary modes (Target HUD, Night Vision, Infrared) disables the other 2 effects if they are ON.
However, Ruddy88 says the Targeting HUD Eyewear works with this Scouter mod, and that mod supposedly allows multiple effects to be enabled simultaneously, so hopefully that would work.
So i did all of this and manually as well as used ur patcher(and it even said it worked) the files are all there but pushing num 12 or 3 doesnt do anything. i have the main file, the base file and the patcher, am i missing something?

BTW, would you mind giving me a hint, so I can edit either the script file or .esp file so I can activate targeting HUD and night vision at the same time? It seems that those two occupy the same slot for the weapon mod, and that is how you turn off what is already attached. Thanks.
You would need to make a new OMOD in the CK/XEdit that adds both enchantments. Since both use the same "slot", the only way to have both is to have them both in the same object modification. Should be simple enough to do, load up the mod in CK/XEdit, find one of the existing OMODs, duplicate it, add a new entry to it and add whichever enchantment effect you wanted. Dont forget to make a new MISC item for the loose mod and link it to the OMOD as the loose object. Everything else should stay the same (ap keywords and all that). Can change some of the other values like the price increase etc to be higher if you want.
Would you be able to do a flashlight mechanic? Maybe the lens emanates the light, or it comes from the ear piece. I hate the pip-boy flashlight, and most any other flashlight mods I get don't work well or aren't compatible with other items I use; the Tactical Flashlight mod's items keep unequipping for no reason, and the Shoulder Lamp takes the place of backpacks. This one would be great for a flashlight mechanic, though.
