In the screens, settlement happiness is at zero, which means you have one or more settlements that have been done badly and have their name added wrongly. When looking in the PipBoy under Data/Workshops, you more than probably have at least one entry called Commonwealth.
This type of errors leads to crashes and all kinds of weirdnesses later in your game. Sadly this can only be fixed by getting rid of the badly done settlement mod and starting a new game...
