Says who? Many of the bigger modders have made DLC patches for DLC they don't own, converted mods for consoles they don't own, etc. and left testing up to the community.
At least I've been straightforward with it, but to tell the truth, at least the spawning rate of clothes and other accessories can be tested through the Creation Kit. I assure you that you won't find naked NPCs patrolling the Wasteland . I've been doing small mods and tweaks like this since Morrowind's Construction Set years ago. I'm not a pro modder like a lot of the authors of the best mods of this website are, but I know what I should and what I shouldn't do with the Creation Kit, but obviously I'm not immune to mistakes. As soon as my new card arrive, the first thing I'll do is to test my two mods. Forgot to say, no offense taken!
