i knew they were VERMIN! ive been shooting every cat i see since my first day in the commonwealth, now i know why! cats have no place in the commonwealth seeing as all the mice are the size of a medium sized dog and bramen are so much easier to farm.
This is actually a theory I've had for a while myself. It explains why all cats look the same and there are no mutated versions of them. And also, if you read terminals in the Institute, they talk about how they successfully created ground and avian creatures. But if you talk to the scientists, they say the gorillas are still experimental, and still just a pet project. So then that would mean that there is another ground creature out there that was a success.
And seeing as how they made the crows, and all the crows look healthy and unmutated, that would mean their other successful experiment would too. And the only other creature we ever see in Fallout 4, that has no mutated, unhealthy, or unvaried form, are the cats.
0_o Have taken a close look at some of these crows? I mean a really close, intimate look at one of them? They have feathers missing, skin showing, and some weird bulbous growths coming out in some areas!
Actually the crows and ravens look brand new (the seagulls on the other hand look like ghoul birds) Here's a theory part to completely blow your minds tough. The player is a Synth made as an experiment to see wherever they can create life indistinguishable from normal humans. Along with the player they sent a spy/agent of the institute to keep a close eye on you, somebody who was mysteriously quite close when you came out of the vault.
Ever notice how all dogs are diseased and mutated, while Dogmeat is perfectly fine?
in short destroy all eye bots, leave dog meat behind, shoot birds and cats on sight. possibly shoot people on site minus known followers lol to stop the spying.
! That's why the railroad has a cat in it's HQ!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! They got the cat to escape!!! The Railroad has been helping synths, but we didn't know they were helping the cats of the commenwealth!
This would have been such a grand reveal of why Cats seem so abundant in the Commonwealth, its a shame Bethesda didn't really think it through and just put cats in with no proper explanation as to why there are so many compared to the West coast.

Meaning that there is a ground creature out there that they do consider a success. As well as some other evidence that suggests the same.
This is sort of side note about lore but many people consider cats extinct in the Fallout universe as in Fallout 2 a character in Becky's bar in The Den makes a reference to a great famine in north California/Oregon. It doesn't mean cats are extinct just only makes a reference that most of them in northern parts have been eaten. They have survived Great War but turned from domestic animals into source of meat like other small animals i.e. mutated rabbits. Just because there were no sprites in classic games doesn't mean that cats are non-existent. Personally I have nothing against cats in Commonwealth.
