If you want to make it so that you don't have to steal it, change the faction of the container/room/the item itself it belongs to (from the one of the constitution), to the player's faction. It should be easy enough to do since the creation kit is now on steam! I hope my explanations were ok!

I am really happy that you like my mod NorthMonkey. To be honest I thought it would have done better than it did. I had planned on making a bunch of new hilts for this rapier and making other swords but I have been so busy doing other things. I have been working on a sniper rifle for months now along with a new katana, a big update for my other mod Tsuki no Hana as well as making custom animations for my katana and sniper rifle. All the while being super busy at my crap job while looking for a new job. So one day I do hope to make more swords and such but I fear that when I get around to it Fallout 5 will be out lol.
