There is a way to add stagger resistance to your character via Creation Kit. It seems most stagger instances use numeric values for deciding "stagger strength". Yao Guai seems to have stagger strength of 2, for example. Since there are armor mods that reduce stagger, its rather easy to find the value that provides said resistance, its called "Mod Incoming Stagger" and apply it to anything else.
