to get the pale skin like the joker, there is a mod i use called "unique skin textures" for the facepaints, im currently using "skull face paint" i am not using this mod for my joker, because i prefer Mark Hamill's joker, from games and the animated series. the facepaint wont be exact, but might get you close
or open the console, type in (without quotes) "slm 14" gotta be in 3rd person mode, to get it to zoom in on your face, just hit "body" make edits, when you are finished, exit, do something to change FOV (aiming usually works) and the changes are done.
