For anyone looking for a solution on some settlement limits not working... Try mod named "Settlement of unlimited size" here on nexus posted on July 10 2023. Not only that it works. It has much higher chance of being updated and bugfixed (if any appear).
ANYONE READING THIS IN 2024 DO NOT USE THIS MOD. USE ANOTHER MOD, THIS MODS METHOD OF SETTING LIMIT TO -1 BREAKS MANY MODS. SAVE YOURSELF THE TROUBLE GET ANOTHER MOD.
Just fyi, if you want to use Sim Settlements 2, do not use this mod—as of me typing this the script in this mod that sets the build limit to -1 breaks one of the very first missions in that mod’s questline. A workaround is to increase the build limit in that mod’s holotape settings.
This mod hasn't been updated in over five years. To ensure the quests work, I would just forgo it altogether and use the fuctions within sim settlements to adjust the build rate.
If you have SS2, then you also have Workshop Framework installed, as it's a requirement for SS2 to work.
With Workshop Framework, simply walk up to your workshop and press Spacebar (default), then you'll see an option to change the build limit. This mod likely conflicts with Workshop Framework, hence causing issues in SS2.
Workshop Framework - which is a mod SS2 requires to be able to work - already has a build limit expanding tool. Just press Spacebar when looking at the Workshop to change the build limit.
If anyone has SS2 and a settlement build limit remover/expander mod & their game keeps crashing, that's probably why - because of a conflict with Workshop Framework which already contains this feature.
No disrespect to the mod creator. Used this very useful mod for a long time, before installing Sim Settlements and noticed the CTDs were more prevalent, especially in custom settlements in the middle of large built-up city areas.

I see a lot of people in the comments asking how to uninstall this mod and also saying it's not possible. I just uninstalled the mod and reverted to an older save and my settlement limit has been restored. It's just a normal scripted mod.
I would recommend against using this mod though. I ran into a lot of settler related trouble. This breaks my settler AI and makes them stand around frozen or take a few steps at a time then freeze. Occasionally they will also leave the settlement completely and wander the commonwealth to be killed. They completely stop interacting with the settlement unless it's an employed job position.
Edit: This behavior seems to occur as I go over the build limit in extremes. I should be clear... I don't think it's this mod causing it directly. I think going too far over the limit causes everything to break.
You can do this with the cheat console as well. I found a post at Steam that explains it clearly.

Probably because of incompatibility with some other basic mod.
