      In vanilla the idea is that the armor's hydraulics provide strength for attacks, so yeah. The uncapper allows you to use any overt strength in excess of the armor's systems, just like if you're strong enough to move the thing on your own (10+Buffout or X-Cell). That makes the unccapper immersive to me.

   Make a poilus to make legendary armor modifications, for example +1 strength and +1
   Endurance added to power armor.
