Well, I can tell you one reason. It's a great thing for modders. If they haven't completed the whole game yet, but they want access to all the locations and all of the items in the game to test, a save game like this is very useful.
There are many reasons. Say you already played the game a couple of times but wanted different alliances etc to sandbox in. Or maybe you just like building and decorating the settlements and don't want to do it all again. Maybe you beat the game and your save files got corrupted or otherwise unable to load due to mods or something awful.
Uh, in my case, beat the game 4 times traditionally but came up with a new character concept with a different mod loadout and I don't want to perma mess up my other characters or do everything all over again.
