it's jus an esp file, so just unzip and place it in your FO4/Data/ folder
for load order, i guess it's better in the beggining of your mods list
just used the fallou4.esm, so i don't think there will be conflicts with mods or dlcs..
had modifying the underwater around the island, so some things are deleted, but they had be totaly useless for the game i think...

if you want to use my mod to make your own other mod, why not, just say from who it had comming
