I don't work on these anymore so that's probably a no. Any mods that are as simple as this that just make leveled list changes are VERY easily merged into a merged patch using FO4Edit though. I'd recommend that if you're out of room.
Could you offer a link to a good video or website that shows how to change the level list, or adjust the % chance of finding anything? 33% that the locker is empty, means your finding something 2/3 of the time. That just seems like your gonna find a lot of stuff to me, especially if you are playing on survival mode.
The overall percentage of finding items actually comes out to a decent amount less than 66% due to how I have the lists set up, but I'll show you how to quickly change the chances in FO4Edit.

To change the base chance that stuff will spawn in the locker or not, simply change this value.
The locker leveled list "LL_LockerStuff" uses every entry here to try and spawn an item. If you don't want multiple items spawning, you can increase this value on the 2nd through 6th entry of "LL_LockerStuff_Items".
You can see here that the "LL_LockerStuff_Items" has its own base chance to not spawn anything already set at 50%. This helps bring down that 66% chance to spawn items. So in actuality, at the start of the game when you're level 1, the chance for something to spawn in a locker will be somewhere around 25-50%. At level 30 the chance is probably somewhere around 50-66%.
If you care to fine-tune the spawning more, you can edit the individual entries in "LL_LockerStuff_Items". You can see here that some items already have a chance to not spawn.
It converted easily to an ESPFE (ESL) using MaskedRPGFan's script in FO4edit: https://www.nexusmods.com/users/22822094 (I've used the same script on Skyrim ESP's with great success.) But of course YMMV, use at your own risk, and I recommend backing up files BEFORE converting. It make it easy to roll back to the original version.
I know this is a much later comment, but I'm posting for anyone else who want's to convert it to an ESL/ESPFE.
There are so much more crates, boxes, barrels, (cargo)containers and even wrecked cars with trunks that could contain loot. Maybe you could make them lootable too.
I'm more thinking of actual containers (like the vault locker) that were disappointing to begin with to modify. I'll certainly consider making some objects into containers, but I feel that might make treasure hunting a little tiresome if there are too many containers.
My next project likely to tackle safes as I feel the contents of those are always the same bland items.
Well, yes .. there are a lot kinds of containers (maybe even to much). So not all could spend usefull fun. Some could contain bad surprises ... booby traps, ghouls, poison gas, infectious desiases, cockroaches, tracking devices which spawn gunners - raiders or super mutants
