If anyone finds this mod and happens to look here, don't install this with a mod manager because the filepath isn't set-up, also scroll down to read about editing your hotkeys.ini, not hotkeys.txt, to include the changes from this mod without overwriting your saved hotkeys.
omg I love you... I just caught the screen archery bug after downloading my first ENB, which happened to be Vogue. Yeah, late to the party, I know. I put it off for so long thinking it would kill my FPS and that my PC couldn't handle it, since even the lightest ENBs kill them in Skyrim SE, but they don't drop a perceivable amount at all in FO4.
Anyway, the second the screen came up and I looked around for the first time, my jaw literally dropped and let out an audible Woooow.... so I set out to find exactly this... thank you!
That's good, until finally a more pratic way to make good screenshots of my FO4, I thought very bad the BTs, at the best time have to enter the console, type the bat, and then go back and return the normal ... discouraging
but ... with this mod very good, I am well resolved and practical, I liked it very much.
Your instructions are incorrect. You refer several time to "Hotkeys.txt" when in fact there is no such file. The actual name of the file in your mod is "Hotkeys.ini".
If one already has FO4 Hotkeys installed then they already have a file named "Hotkeys.ini in the data folder and your file will overwrite the existing file and break FO4 Hotkeys.
The fix is simple, just add the two lines from your .ini file to FO4's .ini file so it looks like this.
Excellent mod. When I installed it with NMM, it didn't install the LCSS.txt file, though, so it didn't work and I had to install it manually. So if anyone has installed it and it doesn't work, that might be the issue.

Superb mod. So very useful.
Quick update, as of my posting date, the NMM installation is broken, needs fixing!! Must be manually installed.
Using this mod I can easily freeze the action but cannot adjust the camera when grabbing screenshots during VATS..
When I press F12 I get the error in the console:
Batch file could not be found/opened.
Edit: Nevermind. I figured it out. I didn't realize there was a file which had to be in the game root directory.
