Because of your comment, I re-installed FO4, updated to latest version 1.10.980.0..... Couldn't reproduce.... In XEdit I also see nothing that needs changing. Recommend checking your mod conflicts before reporting bugs on mod author's mods.
I'm having problems, I installed this manually and there was nothing different in the game I already had so I started a new one and still nothing, then I downloaded it with the vortex app, it just said it was installed but it's the same, I checked my folders and the esp file is there in the folder. I currently have only this mod and the Insignificant Object Remover and they're in the order provided in the readme file so I don't know if I'm doing something wrong

May also be incompatible with other Sim Settlements plots and addons, I had a lot of crashes in settlements while I was using this, since I disable it, its been much better.
I'm also having crashes from this with just the most basic Sim Settlements 2 (no extended, no expansions/addons). I might try to see if I can figure out what it is. Already looked in xedit, but nothing seemed obvious.

The vast majority of mods DON"T need to ask you anything or do anything. They just contain settings that change the game.
There is a reason this one has different file version to pick from - because it does not have to ask you what version you want to install.
This is 100% normal.
Now, having said that - the read me file at the top level may confuse some mod managers - just make sure the esp files is in the data directory when isntalled.
