    So many of the best WIPs end up in the mod graveyard like Cascadia (I am all out of hopium for that one and somewhat had a feeling it would be vaporware when I found out how big it was regardless of how much work was put into it) or deleted completely like Appalachia. Tragic. But I did save Appa before it got deleted lol.  Well, mark this one up as another one out of so many. Future note to self: I think I'll mostly just stay on the small mod side, much can be done without surpassing 1meg to 5 meg and CLEANED lol.

    "Build your own empire" totally does not sound overly ambitious or anything.

    There really needs to be a WIP section for mods like these  or an abandoned section.

    FO4 seems more tough to mod but frankly there's a shedload like this in FO3 too - i.e. grandiose ideas biting off far more than they can chew.

    As the author has said, this mod is abandoned. They were pretty ambitious but there is not much in the mod to recommend installing. If you do want to try understand that the setstage quest in the description does not work. There is no quest by that ID when you look at this in the fallout editor.  There is one that is close, PE_CCQ01, but that one does not work either. So you must use the console to get there.  "cow ProjectEmpire 0 0" will take you to the north of the map and you find yourself on a plane with some stubs for buildings.  The author has laid out the geography of Seattle area and has cities all through the map (use console  TMM 1,0,1 to see them) but almost all of the cities are just markers. The content that does exist is inside the center black square of the map with the exception of the fisherman hut to the far west, which has a few buildings.  I would recommend using "cow ProjectEmpire 2 -18" which is the national guard training yard or using TMM 1 so you can fast travel and move to the town of Poulsbo to start once you get to there. There is a small quest at the training yard that seems to work.  As you go farther south there is a "SkyScrapper" in Bremerton which is labeled Residence.  You will find some characters that are not hostile but do not interact.  The area of Gorst has a fort again with characters that don't interact.  The Harvester Mountain is a hot mess.  If you wish to enter for sure make a save before you go in. A quest will start which I did not try to finish. It is a maze of areas built from existing fallout 4 locations. I got to a point where I lost 55 SPECIAL points on my character with no idea if it would be returned. The Harvester clan seems non-hostile even though the machine gun turrets will attack.  The only hostiles I found were at the training yard.  I found 3 skill books, one power armor but nothing else remarkable.  To get back you need to use the console again. For example you could do "coc RedRocketExt" which will put you next to Red Rocket outside of Sanctuary.  Not enough here that I would install if I were you.

    Damn...The first and last Fallout setting in Washington State ever... And we have so much diversity in landscape/terrain/wildlife. QQ

    Tragic. People thought they could fix F04 with mods, but unfortunately they are going to have to mod the modding tools first. Sounds like the CK needs to be modded. Oh Bethesda, you are nothing without the mod authors, yet you show so little appreciation. Tragic... Soon, some other company is going to start making PC games with truly accessible modding tools built right in. With beth games, we can grab the IK skeleton parts of character models and rotate them on 3 axis IN-GAME! It would have been so easy for them to have leveraged that functionality to make an IN-GAME ANIMATION EDITOR! Why not an in-game skeleton editor too, so we could add bones to meshes, paint weights, and use them to deform meshes in game? An in-game texture editor too... Those are the sorts of things that beth's fan base would go crazy for! But naw, instead you get immortal NPCs with telepathic hive mind factions, a stealth system which is so hopelessly broken that it laughable, followers who can't jump or even follow, and a creation kit which can't be used to fix these issues, because they are baked into the engine, plus the CK gets patched to eliminate functionality...

      Good to push Beth to be better...but is anyone else even coming close to having ALL the different things they have in a single game you can buy for between $60 and $100? be patient Padawan (sp? lol) the future is bright for gamers :D

      Outer Worlds from Obsidian? Well, I have to admit, I was annoyed when I found out I couldn't move bodies. You know what would be nice, if Bethesda just listened a little better, and work WITH someone like Obsidian (Like with NV), or Wildhorse Studios to make a more full, and in-depth RPG that still runs smooth and easily for new comers. Yes Wildhorse isn't on the "smooth" side of the argument, but they could definitely help with RPG mechanics. Also, with a little tweaking, Bethesda could make a TES: 6 where the hardcore mode has mouse controlled weapon movement like Kingdom Come, or idk Arena and Daggerfall.

      They are pretty good at world building, but could use help in designing narratives from Obsidian. If they really wanted to be at the top of the RPG pile again, they would study CDPR's philosophy on side-quest design. Side quests shouldn't be a chore, they should feel like separate stories.

      The most important thing that Bethesda needs to study is Electronic Arts. They need to pay attention to everything that EA does, and then promptly do the opposite of them. No more shady business practices, no more victimizing the players and the modders.

      In the end, really, Bethesda doesn't have a whole lot wrong with them. They've been moving in a bad direction as a business, following the example of EA. The only other problem they really have is that they've become too lazy with story telling and dungeon design. A dungeon shouldn't be a horseshoe that simply leads players to where you want them. It should false paths, main paths, and side paths, all filled with their own unique outcomes, rewards and punishments. Maybe there should be multiple exits on a few. Some of which could be hidden with puzzles that are actually challenging. Maybe a certain dungeon gives you an easy route that requires you to complete a reasonably complex puzzle, and a hard route filled with difficult enemies, and maybe a couple routes that lead to nothing, or that lead to a side quest.

      Sorry about ranting. I love Bethesda, but I find myself playing Daggerfall Unity more than Skyrim, or fallout 4, these days. I have hope for TES 6, but I'm not naive, I don't expect much. I have more hope for Starfield, though.

      LOL I almost stopped reading when you said EA(before you said do the opposite), thank goodness I kept reading. But I agree with most of what you say as well.

    sorry to say this mod just sucks i had high hopes from the description and the images but the mod itself was a let down purely because i couldnt start the quest due to the console command saying the quest id is wrong and i hate that this will most likely not get fixed.
