I'm not so sure that vault-tec would endorse something that could potentially limit the population of their vaults, that said I have no doubt that all of post-apocalyptic society would embrace condoms as the new form of currency. This mod could improve and ruin my immersion at the same time, what to do?
Vault Protect were used inside the vault themselves an they also need to control the population inside an enclosed space with limited incubation chambers. the one's who operated them did not have their own chambers such as the scientists which ofcourse living underground for a prolonged period would affect their sanity. Vault tec has thought about this and encouraged them to use this. as for the currency, refer to description.
