Would there be a way to make it so they don't make a noise *only* when they're shot in the head/exploded? Because being shot in the torso allows for some kind of noise, but if you're head is removed or gone, clearly it wouldn't.

Not exactly. As it stands, people, super mutants, and ghouls make a gasp or yell when they die. What I'm asking if it's possible to do is have it so they make that noise all the rest of the time except for when they're shot in the head/have their head exploded or removed. All squish and gore noises would remain untouched, as there's no reason to mess with those in my opinion.

Well, as far as this mod goes, it is only an audio replacement mod. Meaning that 'All of the death yells are replaced with silence'. In order to do something that specific would require the GECK for Fallout 4.
People who play stealthy and want some additional immersion in their game would benefit more from this mod as kills would be silent. Realistically, no one cries out in pain when they're shot in the head with a 12 gauge now, do they?
You say that you can make a creature suffer in silence. Why not use a pillow!? I'd make pillows in game weapons and it will muffle the cries of those that die! xD
