Very nice mod, builders will be happy! I am happy too but seeing this mod made me curious as to why I can't find other mods regarding Carla. I'm thinking Carla should have a mod that changes her looks but I find no such mod. Anyway, thanks for this mod!
You can copy value between mods in FO4Edit. Just use option copy command of the value you want and paste into another character...or use Copy As New and create a new esp file.
1. Create a new esp file which takes on form id from the thing you want and works as an overwrite. [example - 10mm || WEAP:00004822] 2. Create a new esp file with new Form ID code. This way you'll create a completely new record and/or new thing in game (like a character/item clone with different stats or visuals which IS NOT the original thing in game). It's useful if you want add something new or more 'standalone' change. For example take mods and stats from one weapon and cross-add them to another or new one (use caution with this example I haven't used it for a long time ). 3. Manually copy string pointing to texture/sound/whatsover/eeeeh maccarena!
***Step 1 and 2 will require you to set a master file for the newly created esp, most cases Fallout.esm should be enough to make things work***

Next step is to insert a new Editor ID (Form ID is the number of a particular record, Editor ID is the 'named' record like 10mm or Assault rifle). It's better to type in something different, as this option may end up in CTD. After you gave a new Editor ID you chose a file to add to or set up a new file name. Then you are asked if you want to add master file from the file you copy from (for example Fallout4.esm). That's it, now you have a new 'clone' of something in game which doesn't directly overwrite existing thing. From what I recall IT MAY NEED to be added manually into the game if you add a weapon or something like that.
3. In FO4Edit open the record for thing you want to copy from (for example 10mm pistol). Right click on parameter you want to copy like ZM_Default [ZOOM:0004B246] and chose 'Edit'. Select the whole parameter, copy it and go to the record you want to change. Again click on the same parameter you want to change, select it all and paste the change. Sometimes you will be asked if you want to add the file from which you copy (like a weapon mod esp), or the original file (for example Fallout4.esm) as the new master file for the esp you are copying into.

You could try to experiment with her AI packages and associated scripts. AI package 000DC947 contains some info on her behavior. There is a record 000DC945 pointing to her route's starting point. I believe that you could create esp file which will make her move around Sanctuary Hills or between there and Red Rocket Gas Station.
My proposition is to place her starting and ending marker on default position of fast travel target in Sanctuary Hills and maybe change number of her travel spots to 1-2. You can find them among other parameters in those two records I've mentioned. Navigating with WRLD and Placed Object records is a bit hard without GECK but take some time and you should be able to get things to work and force her to stick around there.

Carla was the first thing I disabled after learning the disable command. Annoying mouthing arrogant b&@*$ and a retarded ass brahmin. I'm sure your mod is cool though.
