This is a known vanilla issue that happens without the mod.  If you have wetness turned on without SSAO, you will get the all white screen whenever it rains. So if you want to turn on wetness, you also need to turn on SSAO.  Rain Occlusion must also be ON.

Oddly enough, others have said turning wetness OFF fixes the issue.  It's all over the Internet right now, Bethesda needs to patch it.  Try combinations of these settings and you should be fine.

    = No White Screen during rain. SSAO/HBAO+ set to off was White screening.

    YOU are my hero!  I had tried moving the downloads folder to same drive, checked the ini's, moved from ENB and Reshade and NACX to nothing, True Storms, and added just an ENB, you name it......not wanting to reinstall AGAIN, I figured it had to be engine related......went into Bethini and sure enough SSAO was off.  I must have turned it off trying to tune for perfect settings.  Now my 356 mod playthrough can continue!
