I understand you're probably annoyed by this, and that you are POSITIVE it's the mod, but let me assure you, this is because the texture or material assets are not loading due to something going wrong with the configuration, or install process. Literally 100% of reports have been due to something going wrong with the install, the configs, or something else on the user side. I'm not blaming you, it's just that a lot can go wrong when installing a mod!
Furthermore, NMM has a major bug where if mods are stored on a drive other than the drive where the game is installed, it will have incomplete or failed installs a lot of the time. See #2 below.
White blocks happen when the rain shader cannot find the MATERIALS or TEXTURES folders. There are a few causes for this:
- Your INI files are not set correctly. Please ensure you have the following set properly in your Fallout4Custom.ini:
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
PLEASE NOTE: Make sure to add those values to the existing [Archive] block, don't make a second one or the game won't load those settings! - The files are not loading correctly. NMM can sometimescause problems with its virtual directories if you are storing mods on a separate drive than your drive where Fallout 4 is installed. It can also happen if you are using Profiles functionality.
As one user stated, making sure the virtual folder is set to the same drive as the Fallout 4 install can help the problem:
"Just fixed my problem - I have different drives and under the NMM "settings" everything was on the same drive as my game. Eventually I realized the virtual folder info is under the NMM "tools". Once I changed that to the same drive as the game everything was solved."
Other users reported that running NMM as administrator fixed it for them:
"Try run nexus mod as administrator, then disable and enable mod. I had same problem and now it's working"
If your INI and NMM settings are absolutely correct, and you're still experiencing blocky rain, you may be a candidate for a manual install.

the solution is very simple like Member @ironstreet15 said a few Posts below: For me fixes the White blocky rain after I manually paste 2 missing files in the Data Folder of your FO4 Directory. NMM seems to have in that case really Problems by adding/install them via mod Manager Installation.
So, download the main mod via Manual Installation and open the "Core files" Folder and choose TrueStormsFO4 - Main.ba2 & TrueStormsFO4 - Textures.ba2 and copy and paste it in your data Folder inside your FO4 main Folder.

I had the same problem, i setup my .INI file and i installed the mod manually.
Those methods didn't work.
I found a new way for this horrible white rain.
--EXPLAIN THE PROBLEM--
Reading all the comment i learned this is a texture problem, i thought about it and i realise that a possible fix is to extract True Storm .ba2 files
--GUIDE--
1. Download the .ba2 extractor called B.A.E. - Bethesda Archive Extractor:

2. Extract the content of the .7z file and you are going to have something like this:

After turning off "Wetness" in options fixed it for me.
Atleast now I know what texture messed it up!

I didnt have any Fallout4Custom.ini in my game install (no idea why) but i did in the documents - My Games - Fallout 4 (only fallout script extender was in there and that Fallout4Custom.ini file.
Okay so open it
copy this:
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
Save and close
then move it into your game install folder. ( Like i said i didn't have that in my install folder at first so i never had to replace anything, no idea what it will do if you do have to replace it so make a backup!)
This is how i got mine to work and there are now 0 problems with this mod for me! Good luck! hope it works for you guys!

I beleive I have found a bug, either in NMM, or with the mod while it gets installed. The problem is simple as all hell: TrueStormsFO4 - Main.ba2 is not added to C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\data (install) folder when installing through NMM. Beats me, why. Simply add the file from the manual download to this folder, and voila, it works. Hope I saved some of your hair.
I resolved it permanently by turning wetness off, the bug is with wet objects graphics and not with the weather mod itself it seems (it just triggers it because rain = wet obviously). All the tips by the mod author did not help, probably because his mod has nothing to do with it. (I can't take credit, I found a video on youtube of someone showing the exact same bug and they fixed it the same way). Hopefully it is the same issue for you too and is similarly fixed.
