I am also having the problem with the NPCs spawning besides the church.
I used a walkway to connect that mesh to the ground mesh, thinking it would fix the problem. But sometimes, they spawn, and they are not "interested" in moving away.
Strange. LOOT adds a message to the mod that says "outdated; use the latest version", but there's only one file and you don't have another mod that does the same thing...
I follow your fix, Joesiah, I had trouble till I discovered the load order dependency years ago
My reason was my own mod: http://www.nexusmods.com/fallout3/mods/22146/? - Megaton Player Home 2. After placing it above Megaton Walkway the issue were gone.
If you're looking for other mods that modify megaton, that will make your mod look better, and make megaton look like a proper settlement (without breaking immersion or break the game) are Better Caravans, Caravan Upgrades, Deputies Weld and Steel Patrol With HATS!, Megaton Entrance Fortified, Auto Gates, Roofed Megaton, Snipers Nest, Praise Atom, Megaton Lighting, and finally NMC's Texture Pack for Megaton.
After learning a lot about modding in Fallout 3, I'm considering making a home mod as well with several other mods in mind! Hope these help you with future modding projects!
I really like this mod, it does however conflict with "Magaton House and Theme Overhaul" by KrazyKommy, an extremely popular mod on here. It still works though, things just kinda meld together. Endorsing!
It does conflict but you can still use it if you go up to the balcony and jump off onto the walkway. Yeah, not as useful but I love the "Overhaul" house so I'll deal with it.
Actually, after some testing it appears this mod is preventing me from sleeping or resting without crashing the game. Well, it's not that useful for me so I'll take it out. I still love the idea but I'll have to live without it.
Thanks for the info. Another post below says there are other major problems with this one and KrazyKommy's house makeover. I am not going to give up Krazy's mod for saving a few steps. What my finger gets tired from walking around? Geez, I'll live with it.

Edit: Same bug in his version it seems.
