I made a mod that does that (and more) some time ago. It was supposed to have ended up here, but as CptJoker is/was not around at the time it didn't work out that way.

How young are you? - they only stopped making Player's Navy Cut in 2016. A famous traditional British brand dating back to 1883, at one time the most popular brand there, and one of the biggest worldwide. And they were produced in the US during the 20th century.
Me and my father never heard of them. Both of us have been all over the world. He went to Nam and Europe. I lived in Europe. SO it is no wonder some people never heard of them.
How would this interact with 6IXES Clutter Texture Pack? That mod also retextures cigarette boxes and cartons, and there's no way to pick and choose which assets are retextured (as far as I know). I'd prefer to use this mod to retexture cigarettes, but I'm not sure which of the two mods would override the other.

Any help please?? I tried reinstalling and still only getting Player Navy Cuts for every cig carton and pack out in the wasteland.
I may have seen one or two malboro packs but other then that literally every single carton and pack I have encountered or picked up have been Player Navy Cuts.
No, you have gotten this mod's content delivery message wrong. This mod does not introduce multiple kinds of cigarettes into the wasteland, but it gives you a replacer, such as the Navy Cuts, and you need to go into your Data folder, and there will be multiple folders that are named after the brands of cigs from this mod.
You have to manually copy and paste the textures from these folders into your textures>clutter>junk folder in order to change the boxes appearance in-game.
The mod comes with multiple brands as textures, this mod only gives you textures to replace the vanilla textures and does not involve scripts that cause randomly selected textures to be applied to the cigarette boxes and packs.

What you want to check for in the future is whether or not the download contains an .esp (plugin) file.
The absence of an .esp (such as is with this mod) will tell you that the download contains assets only, and not a plugin file which tells the game to affect changes within the game-world.
If the download contains an .esp file, which your mod manager would position in your mod order and activate, it would show up in the world as one of those 'pervasive-game-play-change' type-mods. In this case, leveled lists might contain and spawn these new varieties of the old cigarette pack consumable from containers.
So, although the description lacked that explicit information, there are usually other ways of figuring out what the download does.
Great mod! It really adds to the atmosphere. I am also using carton meshes from this mod > http://www.nexusmods.com/newvegas/mods/37339/? , because vanilla one look like shoe box.
