After completing the quest a Friend in Need, you can invest in Vault 101 which adds Brotherhood guards, and unlocks Theta Footmen for recruitment.

A submod that changes the look of Dogmeat, Fawkes, and RL3 to a more Brotherhood themed appearance. Due to GECK limitations, the followers will have these changes before you recruit them. It also includes modular plugins for each follower.
