Even though LOOT labels this as invalid and turns it off, this mod does work fine.

Will someone please tell me how this is not a cheat? Isn't this in the wrong section?

  You could use a mod that gives a fixed amount of points each level, regardless of INT.
  And also, idiots know less?

There was one that halved the skill points per level, and this one doubles the skill points per level. Any chance of a variant that makes it 15 + Int? ">
