I think you misconcept the power armor. Its a heavy mechanical suit that is the field replacement of the tank for the US army, which means that stealth is the last thing the armor boasts. If you played OA, if you remember the final assault, the T51's spearheaded the assault and broke the enemy lines, while the stealth missions were undertook by you and your Combat Armor geared units. Thats story wise.
