A little late for a replay but what the hell, and sorry about that.
It's not an ENB. I was using The IMAGINATOR mod (http://www.nexusmods.com/fallout3/mods/16875/?). I was using one of it's built in presets when I took that Screen shot.
I've been playing F3 like that for years. I don't exactly remember how I did it but I use the same saved game every time that I start a new game and I get absolutely no level-up's right from the get-go of leaving Vault 101 and I didn't use a script.
Check the load order. I looked at Arwen's mod with FO3Edit and compared it to mine. Turns out that his mod makes the same changes as on my mod. The only difference is that he changed the experience reward from 200 XP to 20 XP. I simply removed the reward entirely. All other records to the "Escape!" quest are identical. So both my mod and his are compatible. All you have to do is simply place my mod ofter his in the load order and my mod will work, and all without breaking his mod.
