Install this first.
I wouldn't have had the idea without their work, and used their texture as the base.
Make sure to give them an endorsement when you download. :)

Install my mod after, and say yes to overwrite the texture and use my .esp instead.

Note to previous upload with sounds, I apologize. I didn't realize that was a no-no. This is a texture mod only.

For anyone curious how to add HEV sounds to your suit, I will write a tutorial.
As I cannot distribute the sounds on this website, you will have to acquire them and do some work yourself.
Editing the sounds for the suit itself doesn't take very long, as there are only a few sound files.

You will need:
Online OGG Converter
FO3 Archive Utility
Google

The MS14 Suit Sounds are located in the "Fallout - Voices.bsa"
Within the archive, the files are located: /sound/voice/fallout3.esm/robotmistergutsy
This would also be the same way you would install them in the Data folder after you are finished working with them.

You want all the .ogg files with the tag MS14 in them. This can be easily done by extracting the whole robotmistergutsy folder, then doing a search for MS14. Copy those files and move them to another folder. Delete all other erroneous files, then drag the copied files back. You can listen to the sounds if you double click them, your media player will load them up. These are basically your reference files so that you can copy/paste the file names easily, as well as decide what sound to replace them with.

When you have the files you are going to replace them with, you will notice that they are in the .wav format. This is where the .ogg converter comes in. Once you have selected all your sounds, then go about converting them one at a time. The website doesn't seem to handle multiple files at once.

Then once they are converted, click rename, copy the file name of the file you want to replace. Delete the original, and rename the replacement file with paste. Do that a bunch more times, and you've replaced all the sounds.

A note for a specific file:
genericrobot_ms14suitstart_0007836b_1
This is a one-off, once played sound when you first acquire/put on the armor.

Install in Data/sound/voice/fallout3.esm/robotmistergutsy

Enjoy your Half-Life experience.
