I really like this... I was looking for a mod that changed the meshes of those crappy barrel trash cans that can be moved so that you can put stuff inside of them... You think you can do this? Would that be too hard for me to do with very little prior knowledge of how the GECK works?
Great idea! People throw stuff away all the time, so you'd expect the trash cans to respawn as people eventually throw more stuff away. While you might argue that some cans might be watched a little closer (like one in the science lab in Rivet City), in general trash cans and bins should be free to loot without it being considered stealing.
