This is a tutorial on how to create .lip files for your Fallout 3 mods. It uses the Oblivion CS, but you do not need to have Oblivion Installed to use it. To create the .lip files, you must already have your dialog recordings ready, and in wave format. Once you are done making .lip files, I recommend turning them into ogg vorbis files, or .ogg, as they are much smaller and can shrink your mods overall file size by up to ~90%. depending on what files you have. Ogg files are usually about 10% the size of the same file in wave, or about 90% of the same thing in mp3. That is why it is the format of all the dialog Bethesda made for Fallout 3.
