There are source files and psd files for formal attire 1 and 2 under "Miscellaneous". I don't think I can fulfill every personal request so if there's a color you'd like and you don't see it here, give a try at re-coloring the psd files provided.
You will need the latest modding tool to replace the assets first and create a patch before merging it with Bioware's patch. The textures are locted here in the modding tool; Data > da3 > factions > inquisition > appearances > uni_hm_inquisitor > textures
Then you have to replace the following assets; uni_hm_inquisitor_dress01a_0d uni_hm_inquisitor_dress01a_0n uni_hm_inquisitor_dress01a_0s uni_hm_inquisitor_dress01a_0t

Hi, I'm sorry. I think I might have misunderstood your previous question.
Ideally, you should use Photoshop to open the .psd file. For Paint.Net, you need to install PSD plug-in or something similar. For Gimp, I'm not sure, but according to the source here, Gimp 2.6.8 should be able to open .psd files. But maybe the file may have some errors since Gimp handles layer properties differently.
Update 18/3/2015-Added more color options for the Dalish Formal Attire. Please refer to image in gallery. Once again, just as a friendly reminder, lighting in-game will effect the way the colors look.
Note: If anyone is having trouble loading the game with the mods, please ask for help in the comment section. I can't promise that I'll know what the problem is or give you a solution. Perhaps someone else who happens to read the comment and know a workaround might help you. Please do not PM me!
One last consequent and lore-conform request for you or another interested modder. Offer the blue versions, e.g. 1A in green instead of blue. Nothing else ^^ Green is the Inquisition colour.
Love this mod! ^.^ Your retextures are so much better than the default! With patch 10 adding the ability to change your Skyhold outfit to the formal wear, I'm able to use this around Skyhold, as well. It even changes the colors on everything other than the default version of the formal wear (I submitted a picture to show this).
FINALY - a place where I can say to you: YOU ARE GREAT! You know how people like you are called? I tell you: ARTIST You are a real artist. You have "a eye" for colors and form and everything else". Hope you have a job where you can use this incredible talent to make people happy. You make me really happy with your mods. My game are so mutch better with a few of your mods.
I thank you a lot and HUG you. *HUUUUUUUUUUUUUUUUUUUUUUUUG*
Congrats!!!!!!!!!!!!! Every edition you created is awesome. I love the details, colors and patterns you used to create this masterpiece. The original was awfully vanilla. BUT now I don't know which one to pick
Edit: I guess i'll get the formal attire option 1A. It looks great to Dorian, so I guess I'll trust his taste
I'm using the requested version 1A for my first playthrough and I’m truly impressed! Thank you so much for overhauling that red ugliness into an authentic formal attire. Endorsed and screenshot added.

Let me know if this helps.
Edit: I repacked the source files and uploaded them here. See if this works for you?

If someday will be more variations I'll take them all.
