A more logical way to look at it is, allowing self-cast adds more versatility to Mage combat through a decisive action, rather than chugging one of your thousand potent Lyrium potions which is just an exploit.
This just gives players an opportunity to avoid cheesing with infinite Lyrium potions.
That's a good point, but that's also why cooldown exist no?
If I'm calculating this correctly: +8 regen over 10 seconds, regen ticks every 2 seconds, so that's 40 mana. Minue 25 activation cost, you get 15 free over 45s cooldown. There're better free mana alternatives. Like a lesser potion(well maybe not exactly free).
Regardless, I made this mod work with anakin's Advanced Tactics mod, so my healer wouldn't get stuck trying to cast Rejuv on herself.

It makes sense that the Devs didn't want you creating free mana for yourself out of thin air with a mere 2nd level Talent.

If you're looking to buff stam regen on those classes, there're a lot more buff mods out there.
- change it to restore only stamina (not mana);
- reduce c/d to 15-20 sec.
That would allow wars/rogues to use their abilities more consistently (compensating for the lack of stamina pots).
