Here's the full change log:

- Bugfix: Fixes the installation of ESO addons on the EU version of the game.
- Bugfix: Some instances of visual category duplication while in category view.
- Bugfix: Clicking on add new category while in plain view was adding the category to the mod list.
In other news the last beta weekend before the game launches has just begun for The Elder Scrolls Online. If you're stuck for things to do this weekend there's no harm in giving it a go if you haven't already.

As does NMM v0.49.1 itself. (You do have to be logged-in to d/l, since the file size exceeds 2MB.)
So yes, it *is* a problem at your end, EliasTexas. The over 3,000,000 (and counting) other unique users who have downloaded and installed v0.49.1 seem to have been successful.
(Earlier versions wouldn't help you anyway, since they are now blocked from connecting to the Nexus servers.)

As I said in the above comment after reading the comments I was hesitant on updating to the latest version of NMM. However I took a chance and installed 0.49.1 and everything seems to be working just fine.
HINT: you may try this one http://forums.nexusmods.com/index.php?/forum/439-open-beta-feedback/ The reason it's called open beta feedback is because - the NMM is a beta program and by downloading it - you agreed to help test it. The open feedback forum is where you are supposed to post anything you found in your testing of the NMM program. Such as problems you encountered.
