Overview
Adds a setting to the difficulty menu to adjust the carry weight increase from backpacks.

Setting is found in Difficulty > Progression
Range is 0.25x - 5.0x
Defaults to 1.0x (vanilla capacity)

Currently the game only provides a flat increase to the base carry weight, which you get for the whole game regardless of backpack. This setting lets you tune backpacks to be more significantly different in size, and overall larger, so there's greater impact of backpack progression and the tradeoff between lightweight or large backpacks. This also lets you shrink backpack sizes if you want more restriction.
