Add blur and dither effect to sky textures for fixing color banding and some upscaling.

The original texture used BC1 compression and it is a bad choice because BC1 cannot represent smooth gradients.
I upgrade it to BC7 and doing some blur effect and dithering to make the banding gone.
Install
Extract the content of the zip file to the "mods" folder in the root of your game folder.
