This file will allow you to have Jane Kelly, Elena Dragunova and Pratal Mox in your character pool, so you do not need to play the tutorial to have them in your game. The file comes with biographies from their wikies and dates of birth that seem realistic.
Unzip the file and place it under "My Documents/My Games/XCOM2 War of the Chosen/XComGame/CharacterPool and voilà.
All you have to do "in game", is to go to "Character Pool" and import the characters.
